On June 30, the EPA and Envirocon presented a 34-page draft monitoring plan at a meeting of the Milltown Reservoir Design Review team, a stakeholder group that examines the myriad details involved in the implementation of the cleanup project. CFRTAC and the Missoula County government have been designated the public interest representatives in the design review process.

The plan outlines the efforts ARCO will pay for during the cleanup, and covers the monitoring of surface and groundwater, benthic macroinvertebrates and air quality. The plan serves as a feedback mechanism to adjust operational controls and Best Management Practices to reduce impacts from construction and other cleanup activities at the site.

Although there’s no formal public review process, EPA will accept comments on the draft plan until July 22.
